It is appropriate to introduce the Ministry of Home Affairs as an exceptional and unique Ministry in the country. Being equipped with a proper administrative structure and wide network, this ministry has contributed immensely for district, divisional and rural development initiatives. It has also been instrumental in bringing the valuable benefits of the development processes all the way down to grass root level.

Involvement of public servants in the process of plan implementation and decision making centered on the concept of good governance, in a way that it would ensure people’s sovereignty, could be identified as responding to citizens’ needs of District Secretariats in accountable and transparent manner.

Being a prominent ministry of the government, the Ministry of Home Affairs has been entrusted with the main responsibility in regard to the formulation of practical mechanisms to implement district and divisional administration more efficiently and productively and the proposed constitutional amendments expected to be introduced under the new programme of the Government.

It is vital to disclose the manner in which the tax payments of the citizens are disbursed conforming to the financial regulations, enabling the measuring of its performance by using the latest technological methods that would suit the needs of the 21st Century. As such, it would affirm the citizens’ right to be aware of the information on whether the relevant officials carry out their duties in accountable, transparent, productive and efficient manner, by allowing access to those reports by the citizens.
