National Disaster Management Centre was established in 1996 under the Ministry of Social Services and Social Welfare. It came under the Ministry of Disaster Relief Services by the extra ordinary gazette notification No: 1422/22, dated 08/12/2005, in order to plan and implement relief, rehabilitation and reconstruction activities. It was transferred to the Ministry of Resettlement and Disaster Relief Services with renaming as National Disaster Relief Services Center (NDRSC), by the Gazette Notification No: 1482/9 dated 09/01/2007. It functions under the Ministry of Disaster Management with effect from 30/04/2010 with the gazette notification No: 1651/20.

Mission
To protect human life, properties, environment and wild lives from both natural and man-made disasters through awareness, prevention, preparedness, mitigation and coordination.
NBRO is the designated national focal point for landslide risk management in Sri Lanka. Hence as its responsibilities, NBRO carries out landslide related studies, investigations, mapping, monitoring, early warning and mitigation work and in addition, provides a unique service of issuing Landslide Risk Assessment Reports as a pre-requisite for approving building permits and development plans. NBRO’s expertise extends into a wide range of disciplines such as environmental management, human settlements planning, engineering project management, geotechnical engineering, and building materials engineering also.
Furthermore, NBRO heavily relies on self-earning and most of its income is generated through consultancy & testing services offered to the state and the private sector.
Functions of NBRO
- Engage in applied research and development work related to disaster risk reduction and safe built environment
- Play the role as the national focal point for landslides and geo-hazards
- Carry out research and provide guidelines on planning and development of sustainable housing and safe human settlements in disaster-prone areas and in areas endangered with climatically varying conditions
- Carry out research & development activities on the utilization of areas with technologically problematic soils
- Improve alternative sources of building materials, products and technologies
- Provide standard reports on buildings and construction, damage assessment and technical solutions
- Provide information, educational programmes, training and technological services by specialized resource persons
- Undertake testing and consultancy assignments and conducting research projects on geology, geo-technical engineering , building materials, structural engineering and building services, project management, environmental management, human settlements planning and in areas relevant to carrying out the objectives of the organisation.

Introduction
Disaster Management Centre (DMC) is the leading agency for disaster management in Sri Lanka. It is mandated with the responsibility of implementing and coordinating national and sub-national level programmes for reducing the risk of disasters with the participation of all relevant stakeholders.
DMC was established as per the provisions of the Sri Lanka Disaster Management Act No. 13 of 2005 as the executing agency of the National Council for Disaster Management (NCDM).
The main activities of the Disaster Management Centre (DMC) are Research and Development, Mitigation, Planning Preparedness, Dissemination of Early Warning for the vulnerable population, Emergency Response, Coordination of Relief and Post Disaster Activities in collaboration with other key agencies.
In order to facilitate the coordination and implement all DMC activities, Disaster Management Committees were established at District, Divisional, Grama Niladhari Wasams, across the country. Also District Disaster Management Coordination Units (DDMCU) were established in all districts to carry out Disaster Risk Reduction (DRR) activities at the sub national level.

Mission
To provide services pertaining to Meteorology, Aeronautical Meteorology, Ocean Meteorology, Hydro Meteorology, Agricultural Meteorology, Climatology and Astronomy to government agencies, private sector and the general public in keeping with national interest and international standards.
Objectives

To observe and collate weather elements in conformity with the World Meteorological Organization (WMO) standards, and maintenance of climatological databases.
To provide weather and climatological services as the national authority.
To issue early warnings and advisories on weather related events and Tsunami.
To provide meteorological services to national and international aviation in accordance with the technical regulations stipulated by World Meteorological Organization (WMO) and International Civil Aviation Organization (ICAO).
To encourage study and research in meteorology, climatology, climate change and allied subjects, and to organize and contribute to public awareness programmes in these thematic areas.
To provide limited astronomical and terrestrial magnetism related services.
